In the past few days there have been at least 2 videoblogs about potentially metering the web.
The first is CrankyGeeks who advocate charging for internet usage in the same way that utility companies charge for water and electricity. Heavy users would pay more, people who barely use the internet would pay less.
The second is an opposing view from Garnett Lee of the 1UP Network. Time Warner is testing the waters on a metering approach in Beaumont Texas, and Garrett is a bit upset.
With projections of the exaflood, if there is limited supply of bandwidth, metering may be our only option. But more likely, the biggest users of the internet, are most likely to vote with their feet. They will choose companies that supply all you can eat bandwidth at a fair price. These are also the customers most likely to control the conversation on this topic. If a company alienates these thought leaders, they may experience a significant backlash.
