This is a handy way to customize the Office user interface (yes, it will work in PowerPoint and Word as well). Office 2007 has made it completely irrelevant. You can still programmatically adjust the user interface, using a new coding infrastructure. But your customizations are less flexible in 2007; for example, you cannot create a floating toolbar that you position near where you need it.
